Northrop Grumman Mission Systems' Baltimore and Partnered Sites (BaPs) division is seeking a SEIT Operation Lead.  The Technical Operations Manager leads day-to-day operations of the electronic engineering laboratory. This role ensures high equipment uptime, strict safety compliance, and seamless engineering workflows. You will bridge the gap between technical engineering teams and operational logistics.   This role will be 50% Technical Program Management and 50% technical support to the program in any of the following areas: Microelectronics Lab Management, Integration and Test, Systems Engineering, or Operations.

Operations & Project Coordination Responsibilities:

  • Responsible for maintaining inputs to the Integrated Master Schedule (IMS), Comprehensive Estimate at Completion (CEAC), managing personnel and resource loading
    • Prepare and present information relating to program status for both internal and external review
    • Identify project milestones, critical paths, and potential risks, and develop contingency plans to address them.
    • Facilitate regular meetings and communications to keep all parties informed of project progress, changes, and issues. 
    • Schedule lab bench allocation for cross-functional teams including but not limited to SEIT integration testing, Regressions testing, support to software releases and Systems Engineering Technical Review (SETR) Events such as Aging, Process, Voltage, and Temperature (PVT), System Acceptance Test (SAT), etc.
    • Standardize Standard Operating Procedures (SOPs) for lab use.
    • Train engineering staff on specialized equipment operation (thermal units for life testing of microelectronics).
    • Manage vendor relationships for equipment and consumables.

Laboratory Management Responsibilities:

  • Coordinate lab space optimization and layout changes to meet simultaneous and competing priorities
  • Track asset utilization and justify new purchases.
  • Support prototype builds and bring-up activities including but not limited to screening new MCMs and CCAs, testing and daily use of test boards, coordinate troubleshooting of asset failures and process challenges
  • Manage equipment operation, uptime, calibration, maintenance, and repairs.
  • Maintain ESD-safe environments and safety protocols.
  • Oversee inventory management and pedigree of electronic variants.

Basic Qualifications for a Principal Systems Engineer SEIT Operations Lead are:

  • 5 years of experience with a Bachelors of Science in a STEM discipline; 3 years of with Masters; 0 Years with a PhD.  4 years of experience can be consider in lieu of a degree.
  • Active DoD Secret Clearance
  • Ability to obtain a U.S. Government DoD Top Secret security clearance with Special Access Program (SAP)
  • Demonstrated strong MS Project, Excel, Power Point and Word skills
  • Experience as a Cost Account Manager (CAM)
  • Experience managing a product line
  • Experience in hardware engineering or electronic lab environments.
  • Experience in a supervisory or operations management role.
  • Ability to work onsite in Baltimore, MD

  • 8 years of experience with a Bachelors of Science in a STEM discipline; 6 years of with Masters; 4 Years with a PhD.  4 years of experience can be consider in lieu of a degree.

  • Ability to obtain a U.S. Government DoD Top Secret security clearance with Special Access Program (SAP)
  • Demonstrated strong MS Project, Excel, Power Point and Word skills
  • Experience as a Cost Account Manager (CAM)
  • Experience managing a product line
  • Experience in hardware engineering or electronic lab environments.
  • Experience in a supervisory or operations management role.
  • Ability to work onsite in Baltimore, MD

Preferred Experience

  • Master’s degree in business administration
  • Experience briefing leadership and stakeholders including the customer
  • Clear communication style for technical and non-technical stakeholders.
  • Excellent problem-solving skills under tight project deadlines.
  • High organization with strong attention to workspace detail.
  • Exceptional written and oral communications skills
  • Working experience and understanding of the life cycle for secured processing products including but not limited to development engineering, production, operations, and user community of MCMs, CCA, and other secured processing hybrids.
  • Previous experience with the generational development of the secured processing product line.
  • Proficiency with Lab Information Management Systems and asset tracking software.
  • Knowledge of RF, analog, and digital test equipment (thermal units, oscilloscopes, spectrum analyzers).
  • Basic understanding of PCB fabrication, rework, and soldering standards.

This position is contingent upon the successful transfer of DoD Secret Clearance and the ability to obtain/maintain Special Program Access (SAP)

Primary Level Salary Range: $108,800.00 - $163,200.00

Secondary Level Salary Range: $135,800.00 - $203,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
