The Onshore Construction Superintendent provides construction leadership and execution support for upstream operations, small capital projects, and turnarounds. This role is a key member of the project team, responsible for planning, directing, and completing construction and commissioning activities safely, efficiently, and in compliance with quality, cost, and schedule requirements.

Key Accountabilities / Job Responsibilities

  • Lead and manage onshore construction and commissioning activities for production assets and capital projects of small & medium scope and complexity.
  • Provide overall construction management direction, from project planning through execution, commissioning, and close‑out.
  • Develop and implement construction and commissioning execution plans, procedures, and site execution strategies.
  • Establish construction methods, procedures, costs, schedules, and resource requirements.
  • Develop detailed schedules, manpower plans, vendor support requirements, and construction contracting strategies.
  • Oversee and coordinate construction contractors, subcontractors, and site personnel, ensuring effective execution and alignment with project objectives.
  • Lead constructability reviews and hazard identification / risk assessment workshops, ensuring risks and safeguards are incorporated into execution plans and work packs.
  • Implement site safety management systems to ensure all work is performed safely and in compliance with health, safety, and environmental requirements.
  • Implement quality assurance and quality control processes to ensure construction and commissioning activities meet specified standards and requirements.
  • Monitor compliance with applicable building codes, regulations, permits, and safety requirements for all onsite and offsite construction activities.

  • Manage construction budgets and schedules, including progress measurement, reporting, and forecasting.
  • Identify execution risks and variances, recommend adjustments to construction strategies or schedules, and coordinate changes with the Project Manager, Project Controls Lead, and Site Team.
  • Lead schedule reviews with the site construction team and drive recovery plans as required.
  • Select and coordinate tools, materials, equipment, and support services required for construction execution.
  • Support construction contract development, negotiation, review, and approval.
  • Ensure Implementation of site document management systems throughout project execution.
  • Issue regular (weekly / monthly) construction progress and status reports to internal stakeholders.
  • Manage project close‑out activities, including demobilization of construction and commissioning teams, vendors, and contractors, and completion of documentation close‑out.
  • Mentor, develop, and lead construction and commissioning team members, fostering strong execution discipline and safety culture.

Organizational Relationships

  • Reports directly to the BU Facilities Engineering Construction Supervisor.
  • Works closely with Project Management, Project Controls, Engineering, Operations, HSE, and external contractors.
  • Work frequently impacts multiple work groups and may have BU‑level visibility.

Skills, Experience, and Qualifications

Experience & Education

  • Typically requires 10+ years of construction management experience.
  • Proven experience in onshore construction, preferably within upstream oil & gas or industrial facilities.
  • Experience with piping, mechanical, structural, and electrical construction scopes.
  • Familiarity with project execution methodologies and construction management practices.
  • Technical or trade certifications; Eng degree - preferred.
  • Relevant safety, construction, and professional training courses required.

Technical & Professional Skills

  • Advanced knowledge of construction management processes, methods, and execution strategies.
  • Strong understanding of construction scheduling, cost control, risk management, and quality systems.
  • Solid technical background in construction, engineering, or related discipline.

Leadership & Project Management

  • Demonstrated ability to lead multi‑disciplinary construction and commissioning teams.
  • Strong project management capabilities, including planning, budgeting, and execution control.
  • Proven ability to mentor and develop team members in construction execution management.

Communication & Problem Solving

  • Effective communicator with the ability to convey complex technical and execution information to diverse stakeholders.
  • Strong problem‑solving skills with the ability to identify, assess, and resolve construction and execution challenges proactively.

 
Working Conditions 

This position is based in Israel and is open to candidates who are legally authorized to work in Israel.
