Department Overview 

The Information Systems Division plays a critical role in underpinning the IT infrastructure of the Rakuten Insurance Group. We are responsible for the stable operation and continuous enhancement of mission-critical core systems that safeguard our customers’ valuable insurance contracts. At the same time, we actively harness the power of IT to drive the development of new products and the improvement of services, working hand in hand with the business to create real impact across the company. 

The System Planning Department leads the formulation of the company’s IT strategy and drives business transformation initiatives from the ground up. This role offers a high level of autonomy and responsibility, providing opportunities to work with cutting-edge technologies while contributing to society through innovation in the insurance industry. 

This position plays a core role in ensuring the quality of large-scale IT projects at Rakuten Life. As a member of the Program Quality Management Group, you will provide cross-functional support throughout the entire project lifecycle—from planning to stable operation—enhancing the likelihood of project success through proactive quality management. Rather than serving as a final checkpoint, this role works closely with project managers and business teams to support mission-critical IT investments from a quality perspective, offering a highly rewarding opportunity with direct impact on the company’s growth.

Position Details 

This role plays a critical part in balancing the success of IT projects with continuous quality improvement across the organization. In addition to deep involvement in individual projects, it drives ongoing quality enhancement through process improvement and standardization initiatives. 

- Provide quality-focused, cross-functional support for IT projects throughout the entire lifecycle, from planning to stable operation, contributing directly to project success 

- Review deliverables and processes at each phase to proactively identify and address quality issues and risks 

- Work closely with project managers, business units, and vendors to drive quality improvements coordination, and consensus building 

- Leverage lessons learned from projects to lead process improvements and standardization of development and quality management practices, contributing to continuous quality enhancement across the organization

Mandatory Qualifications: 

- Hands-on experience in system development projects, with involvement across the full lifecycle from requirements definition through release and stable operation 

- Experience reviewing deliverables and development processes from a quality perspective, identifying and addressing issues and risks 

- Experience collaborating and coordinating with multiple stakeholders, including project managers, business units, and development vendors 

- Strong logical thinking and problem-solving skills, with the ability to propose quality improvements and build consensus 

- A holistic perspective that enables balanced decision-making across quality, schedule, and cost at the project level 

Desired Qualifications: 

- Experience in quality management, PMO, or equivalent roles supporting large-scale or multiple cross-project initiatives 

- Experience leading process improvement, standardization, or adoption of development and quality management practices 

- Knowledge and experience in test planning, review design, and quality metrics definition and analysis 

- Understanding of both waterfall and agile development methodologies (e.g., Scrum), or hands-on experience with either 

- Basic knowledge of system architecture and non-functional requirements such as performance and availability 

- Experience in system development or operations within the financial services industry, particularly life insurance
