Head of Civil Engineering & Utilities
Who will you be working with?
You will work within the Capital Projects, Civil Engineering & Utilities organization at the LKZ Plant, collaborating closely with engineering, operations, HSE, finance, procurement, and project management teams. This role interacts daily with internal plant leadership, external contractors and subcontractors, regulatory bodies, and certification authorities. You will also engage at senior‑leadership and board levels, ensuring alignment between strategic objectives, technical delivery, and regulatory compliance.
How will you make a difference?
As a member of the Civil Engineering and Utilities leadership group, you will be responsible for the end‑to‑end technical governance, organization, and delivery of construction, reconstruction, and capital refurbishment programs at the LKZ Plant. You will lead departmental planning and execution, assign and prioritize work across the team, and ensure adherence to schedules, budgets, quality standards, and regulatory requirements. This role provides executive‑level oversight of OpEx and CapEx projects, supports senior leadership through performance reporting and decision support, and represents the company in high‑level technical, regulatory, and governance forums.
What do we want to know about you?
- Technical university degree; Civil Engineering degree is a strong advantage
- Experience working in railway enterprises or industrial manufacturing environments
- Proven experience with development, review, and approval of regulatory and technical documentation
- Strong understanding of system design principles and fundamentals of system operation
- High level of accountability, ability to work in a multitasking and high‑responsibility environment
- Proficiency with MS Word, Excel, PowerPoint, Outlook, and MS Project
- English language proficiency (mandatory)
- Strong written and verbal communication skills in English, Russian, and Kazakh
- Demonstrated leadership, teamwork, and stakeholder management skills
- Proactive, action‑oriented mindset with strong decision‑making abilities
What will your typical day look like?
- Organize and manage all Civil Engineering and Utilities activities at the LKZ Plant
- Assign, prioritize, and monitor tasks across departmental employees and contractors
- Provide board‑level technical oversight of construction, reconstruction, and major capital refurbishment programs (OpEx & CapEx)
- Ensure technical integrity, quality, HSE, industrial safety, and regulatory compliance across all civil and utilities portfolios
- Approve critical engineering decisions, technical frameworks, and investment proposals
- Monitor schedules, costs, progress, and performance metrics; analyze completed work volumes
- Govern contractor and subcontractor performance and ensure alignment with corporate standards and design intent
- Oversee certification, acceptance, as‑built documentation, and final approval of completed works
- Prepare and present executive‑level technical reports to senior leadership and regulatory authorities
- Participate in technical councils, boards, committees, and external commissions
- Lead or support investigations of major incidents, defects, and non‑conformities and ensure closure of corrective actions
- Drive optimization of capital and operating budgets and improve investment efficiency
- Support industrialization initiatives and delivery of new capital projects
