Head of Value & Access, Japan
Location: Japan (Hybrid)
Reports to: General Manager, Japan
The Opportunity
Ipsen is seeking an experienced Head of Value & Access, Japan to lead pricing, reimbursement, and government affairs strategy across our current portfolio and pipeline. This is a critical leadership role within the Japan affiliate, responsible for securing optimal patient access in one of the world’s most complex and dynamic healthcare systems.
The role partners closely with internal leadership and external stakeholders to ensure strong launch readiness, sustainable access for in-line products, and effective engagement across the healthcare ecosystem.
Key Responsibilities
Define and execute pricing and market access strategies for pipeline and in-line products in Japan
Lead pricing submissions and negotiations with MHLW and related authorities
Shape and deliver Ipsen’s government affairs and policy agenda, including advocacy and industry engagement
Prepare pipeline assets for launch, aligning evidence generation with local access requirements
Partner cross-functionally with Medical, HEOR, Regulatory, Legal, Commercial, and Global Market Access
Monitor and anticipate changes in Japan’s pricing, reimbursement, and policy environment
Represent Ipsen in industry associations and external forums, ensuring strong compliance and governance
Candidate Profile
Essential
Significant experience in pricing, market access, and/or government affairs within the Japanese pharmaceutical industry
Deep understanding of Japan’s healthcare system, pricing and reimbursement frameworks, and policy processes
Proven track record of price negotiations, reimbursement strategy, and stakeholder influence
Strong leadership and cross-functional collaboration capability
Fluent Japanese and business-level English
Preferred
Background in oncology and/or rare diseases
Experience with HEOR, HTA, and value communication
Exposure to global or regional matrix environments
