The Middle East, North Africa, Afghanistan, Pakistan Region (MENAAP): Working closely with clients and development partners, we at MENAAP are helping our clients navigate the uncharted road ahead, redefining decades of frustrations into productive, sustainable opportunities. https://www.worldbank.org/en/region/mena Effective July 1, 2024, the MENAAP Infrastructure Department (IMADR) has become responsible for project lending and policy advisory work in the energy, transport, urban, disaster risk management and land, related climate action and private capital mobilization in the MENAAP Region. The IMADR Department covers 3 practices, each managed by a Practice Manager (PM): an energy and extractives unit (IMAPE); a transport unit (IMAPT) and an urban, resilience and land unit (IMAPU). The department has about 95 staff based in MENAAP countries and Washington DC. The MENAAP Energy Unit (IMAPE) comprises more than 29 staff with a diverse $7.5 billion portfolio of more than 20 active investment financing projects and programs for results operations as well as wide range of knowledge and analytical of regional and country specific products. The Unit’s portfolio supports: (a) reforms to improve energy services and promote the long-term financial sustainability of the energy sector and utilities through energy subsidy reforms, debt optimization, and institutional and market reforms; (b) enhancing electricity transmission and distribution systems, energy diversification, hydro power and renewable energy development; and (c) expanding regional energy trade and connectivity. In the Kingdom of Saudi Arabia (KSA) and the Gulf Cooperation Council countries (GCC), the World Bank has a large advisory support program using mostly Reimbursable Advisory Service (RAS) instrument. World Bank energy sector support is provided in the context of advancing the GCC’s decarbonization, economic diversification and efficiency and productivity. Efforts are also ongoing to expand cooperation program with KSA and to develop closer cooperation and knowledge exchange between the World Bank and other GCC countries. This position offers unique opportunities of working in a dynamic team of professionals based in the region and Washington, DC, and engagement in advanced and innovative energy topics in a sophisticated developed country environment, including renewables, energy sector market and institutional reforms, energy efficiency, new energy technologies (hydrogen) and innovations. Job Duties and Responsibilities: The World Bank seeks to recruit an Extended Term Consultant in the position of an Energy Specialist to join the MENAAP Energy Unit and to be based in Riyadh, Saudi Arabia. The Energy Specialist would work on the World Bank energy programs primarily in Saudi Arabia and wider the GCC region, with a focus on supporting the development and implementation of ongoing RAS operations. Key responsibilities of the selected candidate will include: • Becoming a proactive member of the World Bank GCC energy team to support the development and implementation of the World Bank energy RAS programs and dialogue in the GCC. • Supporting the delivery of ongoing energy analytical, advisory and knowledge exchange/capacity building/training services provided by the Energy Team to key counterparts in Saudi Arabia and other GCC countries. • Monitoring of delivery and reporting progress of World Bank cooperation with Kingdom of Saudi Arabia (KSA), Kuwait and other GCC countries • Development of technical and policy dialogue, knowledge exchange initiatives and cooperation projects in energy sector in cooperation with counterparts in KSA and other GCC countries • Preparation of briefs, progress notes, contributions to reports and other documents on recent developments in energy sector in KSA and GCC for internal World Bank use or external publication The selected professional will be reporting to MENAAP Energy Practice Manager and cooperate closely with Energy Staff involved in KSA and GCC program, based in the region and in Washington, D.C. Based on evolving business needs, the selected professional may also support energy programs in other MENAAP countries.
