Please visit www.worldbank.org. The Trade Policy and Facilitation Unit (WKPTT) is part of the Prosperity Vice-Presidency. In WKPTT, we are responsible for delivering analytic, advisory, financial and convening services in the areas of trade policy, trade facilitation, logistics and connectivity, and regional integration. The World Bank Group’s Trade Facilitation Support Program (TFSP) assists developing and least developed countries in implementing reforms aligned with the World Trade Organization (WTO) Trade Facilitation Agreement (TFA). The program provides technical assistance, knowledge sharing, and results measurement to support countries in improving trade efficiency, transparency, and competitiveness. TFSP is supported by multiple donor partners and works in close collaboration with the WTO and other international organizations. Duties and Accountabilities Objectives The ETC will play a central role in monitoring results, reporting to donors, ensuring quality control of program tracking tools, supporting gender-focused reporting, conducting impact calculations, and contributing to knowledge dissemination through blogs and presentations. Scope of Work A. Lead Results Monitoring and Reporting Lead the ongoing development and enhancement of the TFSP results monitoring framework by collecting, validating, and analyzing data from country teams and partners to assess progress toward program objectives. Ensure the TFSP tracking tool remains current, aligned with WTO TFA requirements, and accessible for country stakeholders. B. Donor Annual Report Writing Lead the preparation of the annual donor report by synthesizing program achievements, challenges, lessons learned, and financial highlights, while coordinating with technical teams, country focal points, and donor partners to ensure accuracy and compliance with World Bank and donor standards. C. Quality Control of Tracking Tool Oversee quality assurance for the TFSP tracking tool that monitors country progress toward WTO TFA alignment by reviewing scoring methodologies, baseline data, and periodic updates, recommending improvements for accuracy and transparency, and training country teams and stakeholders in its effective use and troubleshooting. D. Trade Facilitation and Gender Reporting Support the team in producing four Trade Facilitation and Gender reports by analyzing gender-disaggregated data, coordinating with gender experts, and ensuring the integration of gender-sensitive indicators and recommendations to address gender gaps, barriers, and targeted interventions. E. Impact Calculations Support the conduct impact assessments of trade facilitation projects using data and modeling tools to estimate cost savings, time reductions, economic benefits, and effects on trade flows, competitiveness, and gender outcomes. F. Knowledge Dissemination Help develop and share TFSP knowledge products, working with communications teams to ensure they are accessible and engaging for target audiences. Reporting and Coordination The ETC 2 will report to the TFSP Program Manager and work closely with technical teams, country focal points, donor partners, and communications staff. Regular coordination meetings and progress updates will be required.
