Telecommunication Program Manager, Network Delivery Team
The Network Delivery team is responsible for designing, building, and scaling telecommunications infrastructure to support Amazon’s Fulfillment infrastructure in a fast-paced, dynamic work environment.
We are seeking a Technical Infrastructure Program Manager to manage the design , acquisition and deployment of telecommunications services to support scaling and development of the Fulfillment Center Networks. This role will require market knowledge to develop market strategies that are operationally stable, scalable yet frugal. You will work with customers, stakeholders, and peers to develop project ideas into project plans, helping balance customer requirements with team requirements. You actively participate in design reviews, operational reviews, architecture discussions, and team planning. You focus on operational excellence, constructively identifying problems and proposing solutions.
You are responsible for managing WAN infrastructure technology programs, that may require modification from defined templates to meet program goals. You work independently, seeking guidance as needed. You partner with other infrastructure teams to deliver difficult, cross-functional infrastructure build projects. You work directly with vendors, customers, partner teams, and (as needed) engineering teams. You have a solid understanding of the business problems, workflows, technologies, automation/tools, and the inter-dependencies that pertain to telecom programs. You make connections (to people and/or technologies) and make sure the right people are part of the conversation. You prevent or mitigate the consequences of poor WAN infrastructure build decisions. You partner effectively with technical managers to set project priorities, milestones, and drive delivery. You determine if success metrics are in place, and if not work to define them. You may be responsible for writing PR/FAQs, supporting OP1-2 efforts (including organizing/collecting data), and other strategic program documentation (e.g. Narratives). To meet timelines and minimize disruption to builder teams, you manage the overall schedule, proactively mitigate risks, and keep the scope of WAN infrastructure builds under control. You own program communication. You accelerate progress by driving crisp and timely decisions, clearing blockers (e.g., “Path to green”), escalating appropriately. You may apply process improvement methodologies (e.g., Agile, Lean, Kaizen analyses or other approach). You plan for the unexpected, making sure that systems (upstream and downstream) are not broken by changes related to the efforts you manage. You plan effectively to make sure projects deliver without wearing out key individuals and that outcomes are maintainable. You look for opportunities to incorporate needed system quality and operational excellence improvements into project plans.
Key job responsibilities
- Serve as an interface for the entire life cycle (Order, budget and tracking) of wireless, voice and data circuits.
- Obtain circuit quotes based on validated customer requirements.
- Deep dive and define infrastructure requirements and dependencies for mature technical products.
- Ensure circuit sizing, installation, and augmentation processes meet and comply with all Amazon polices and guidelines, specifically IT, Engineering and Information security.
- Manage projects, identify risks, clearly & effectively communicate them to project stakeholders.
- Ask the right technical questions to ensure appropriate trade-offs are made when delivering infrastructure builds.
- Makes trade-offs: time vs. scope vs. cost. Clears blockers by defining problem solving and risk mitigation strategies, escalates appropriately. Accelerates progress by driving timely decisions.
- Capable of adapting infrastructure builds to varying scenarios.
- Works across teams. Influences customers, roadmap priorities, decisions and engineering processes. Influences external entities / vendors.
- Facilitate conflict resolution through the full project cycle in disparate geographic locations.
- Generate and deliver consolidated status reports for IT leadership and stakeholders.
- Multiple team goals and program-related metrics, impacting a region.
- Attend and actively participate in vendor quarterly business reviews across EU.
- Improves project and process efficiency.
- Optimizes cross-team processes to improve efficiency and delivery.

The OpsTech Networking Edge team builds the edge network infrastructure that powers Amazon fulfillment centers, transportation sites, and grocery operations worldwide. The team is responsible for WAN connectivity, SDWAN architecture, circuit availability, and edge security across 3,700 Amazon sites globally.
- Experience in infrastructure architecture, database architecture and networking
- Experience working across teams and influencing teams that are not your own
- Experience in written and verbal communication skills to communicate with technical and non-technical audiences, including senior leadership
- Experience in Project/Program management
- Bachelor's degree in Computer Science, Engineering, a related technical field or equivalent
- Experience working with and managing third party vendors
- Experience defining program requirements and using data and metrics to drive improvements
- Experience implementing process improvements
- Experience in program management, logistics, operations, transportation, learning or a related field
