Job Description

SUMMARY

Reporting to a Senior Research Manager, the Survey Manager collaborates with a small team within CREEHS to plan and execute a statewide maternal health survey.

The Survey Manager is responsible for the implementation and day-to-day management of a statewide maternal health survey project. It includes operationalizing project plans, coordinating participant recruitment and data collection activities, supporting regulatory compliance, and maintaining high standards of data quality. The Survey Manager plays a central operational role in executing the project activities in accordance with university policies, Institutional Review Board (IRB) requirements, and state and federal guidelines. This role requires strong project management skills, attention to detail, and experience working in public health research involving human subjects. This is a full-time, hybrid position, for which some in-person time is required each week.

CREEHS is a University-based research and evaluation center that provides independent and objective program evaluation, applied research, and program planning services to state and municipal agencies, school districts, colleges and universities, community organizations, and foundations to assist them in meeting their program improvement and accountability needs in the areas of education, public health, and human services. Since its inception in 2011, CREEHS’s goal has been to help our clients collect and use information in ways that improve their programs.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Project Operations and Coordination

  • Translate established project milestones and timelines into detailed daily and weekly operational activities.

  • Develop and maintain survey administration systems, processes, infrastructure, and workflows in alignment with state and federal survey administration protocols.

  • Coordinate and monitor completion of planned survey activities to ensure adherence to project protocols, timelines, contractual requirements, and state and federal survey administration protocols. Proactively identify operational challenges, elevating issues to senior leadership as appropriate.

  • Maintain organized project documentation to meet reporting, monitoring, and compliance requirements.

  • Serve as the principal liaison with the client (grant sponsor) and coordinate communications with senior leadership. This includes preparing and submitting regular progress reports.

  • Prepare Institutional Review Board (IRB) submissions, modifications, and continuing review processes. Ensure all project activities align with approved IRB protocols.

Survey Administration and Data Collection

  • Lead operational aspects of statewide survey administration, including overseeing the preparation and mailing of recruitment packets and reminder letters, administering the survey over the phone, providing support to participants completing the survey via phone or email, receiving and processing completed surveys, tracking participation, and related tasks.

  • Train and supervise 1–4 junior staff supporting project operations and data collection. This includes being on call during evening and weekend shifts for per diem staff.

  • Monitor fidelity to approved survey protocol, including recruitment procedures and survey administration activities.

  • Participate in and turnkey as appropriate federal and state trainings related to the project.

Data Management and Quality Assurance

  • Ensure compliance with federal requirements and overall data quality.

  • Develop and implement a system for monitoring data quality and conducting quality control checks for survey recruitment, administration, participant tracking, and data entry.

  • Monitor data completeness and follow up on missing or inconsistent information as needed.

  • Maintain data tracking system and communicate any issues with the client (grant sponsor).

  • Develop a plan for and implement regular staff training for ongoing data quality.

  • Perform other duties as assigned by senior leadership.

  • Management retains the right to add or change job duties at any time.

QUALIFICATIONS

REQUIRED:

  • Master’s degree from an accredited college or university in a social science field, including public health, education, evaluation, public administration, psychology, or other social science.

  • Minimum three years of experience in applied research project management.

  • Experience leading large-scale survey data collection.

  • Excellent written and verbal communication skills in English.

PREFERRED:

  • Bilingual Spanish proficiency.

  • Minimum five years of experience providing applied research project coordination on a multi-year or recurring project.

  • Experience working in maternal and child health in an administrative or research capacity.

  • Experience leading survey administration efforts as part of an IRB-approved research study.

  • Exceptionally detail-oriented.

  • Strengths include being both a team player and a self-starter.

  • Strong interpersonal skills, including comfort in facilitating communication in person and remotely.

  • Strong organizational and time management skills.

  • Experience working in a fast-paced environment, prioritizing multiple projects and tasks while maintaining high-quality standards.

  • Efficient and resourceful in problem-solving.

  • Familiarity with the Google Suite (e.g., Drive, Docs, Sheets, Slides, Calendar).

Salary Range

$73,899.90-$84,980.24 Annually
