Program Summary: Project HOPE is providing humanitarian assistance to the conflict-affected population in Gaza. The current response portfolio focuses on Health, Mental Health and Psychosocial Support , Protection, and WASH programming through Project HOPE programs and local partnerships . POSITION SUMMARY: The Supply Chain Officer – Procurement is responsible for supporting and implementing procurement activities for Project HOPE funded projects in Gaza under the supervision of the Supply Chain Manager – Procurement. The role ensures timely , compliant, and cost-effective procurement of goods and services required for project implementation. The position focuses on procurement processing, supplier follow-up, and documentation in a highly constrained and volatile operating environment. This position is being advertised contingent upon award; while the recruitment process will proceed as part of organizational preparedness, no formal offer will be extended until funding is confirmed. PRINCIPAL RESPONSIBILITIES Procurement Processing Implementation • Process purchase requests and verify completeness of required documentation and approvals. • Prepare and issue RFQs, ITBs, and RFPs in line with procurement procedures. • Collect and analyze supplier quotations and support preparation of bid analysis summaries. • Prepare purchase orders and contracts for review and approval by the Supply Chain Manager. • Follow up with suppliers on order confirmation, production, and delivery timelines. Supplier Coordination Market Support • Maintain regular communication with suppliers regarding quotations, delivery schedules, and documentation. • Support market assessments and price comparisons to ensure value for money. • Assist in identifying reliable suppliers, especially in constrained or disrupted markets. • Support supplier vetting and due diligence processes. Documentation Compliance • Ensure procurement files are complete, accurate , and well-organized. • Maintain records of all procurement transactions including RFQs, bids, contracts, and delivery notes. • Ensure compliance with Project HOPE procurement policies and donor requirements. • Support internal and external audits by preparing procurement documentation and files. Coordination with Programs Logistics • Coordinate with program teams to clarify specifications and delivery needs. • Liaise with warehouse and logistics teams to ensure proper receipt and verification of goods. • Support planning of procurement activities aligned with program implementation timelines. • Assist in emergency procurement actions when required . Tracking Reporting • Maintain procurement trackers for all ongoing and completed purchases. • Provide regular updates on procurement status to the Supply Chain Manager. • Track supplier performance and delivery timelines and flag delays or issues. • Support preparation of procurement inputs for internal and donor reports. Risk Management Ethics • Identify procurement risks such as delays, supply shortages, or compliance gaps and report them to the Supply Chain Manager. • Promote transparency, fairness, and accountability in all procurement processes. • Ensure confidentiality and integrity of procurement information. • Report any suspected fraud, conflict of interest, or irregularities. MINIMUM QUALIFICATIONS: • Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or related field. • Minimum 3–7 years of experience in procurement or supply chain, preferably in NGO or humanitarian settings. • Good understanding of procurement procedures, tendering processes, and documentation. • Experience working in restricted or high-risk environments is an asset. • Strong organizational and follow-up skills. • Ability to work under pressure and manage multiple procurement actions simultaneously. • Good communication and negotiation skills. Fluency in English and Arabic is essential . Emergency deployments may be in resource-deprived environments with austere living conditions. Travel for extended periods may be by air and/or other modes of transportation. While international travel is not a regular part of every job, programmatic needs may require it intermittently.
