The Supervised Probation Manager supports the Probation Services Division Manager in Division operations and manages Supervised Probation. Supervised Probation is one of three sub-divisions in the Probation Services Division (Pretrial Services, Supervised Probation, Community Restitution). Knowledge of evidence-based probation supervision and risk-need-responsivity principles is required. This position reports directly to the Probation Services Division Manager and is part of the Probation Services and District Court leadership teams, participating in division and department wide planning and projects.

Qualifications
Qualifications:
Job related bachelor’s degree and four (4) years of responsible management experience in probation and/or pretrial services programs. A master’s degree in criminal justice or a related field is highly desirable. This position works with offenders and high risk/needs populations.
The ideal candidate will have the following strengths:
Four years of supervisory experience
Four years of experience in best practices in the field of evidence-based probation supervision and caseload and case management practices
Knowledge of specialized probation caseloads
Four years of experience in program development/planning, evaluation and performance measures
Experience with data collection, analysis, and reporting
Excellent written and verbal communication skills
Knowledge of: Principles and practices of public sector organization and probation program operations; project management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development, justification and control; application and interpretation of County, state and federal laws and regulations relevant to community based supervision; performance measures and program evaluation; personal computer applications including word processing, spreadsheet, and relational database programs; departmental policies procedures, trends and practices within community supervision programs.
Ability to: Effectively plan, assign, direct and evaluate the work of subordinates, including delegating responsibility and authority; carry out policy directives to the governing authority in an effective and timely manner; establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors, and other County staff; communicate and express ideas effectively - orally and in writing; prepare concise, clearly written reports, proposals and recommendations; assist in evaluating and developing programs; develop outcome measures and evaluation tools.

Background and Reference check: Must pass a background check and provide references, including verification of education. Employment references will be conducted for the final candidates. A Driver’s License is also required.
It is general policy of the County that new employees should be hired at the lower steps of the applicable range and advance through the range at the normal progression.
This position qualifies for the Public Safety Employees' System (PSERS) pension plan.
Environmental Considerations: Risks include exposure to hazardous materials, diseases, and, in some cases, dangerous or volatile situations. Key risks include dealing with aggressive clients, handling bodily fluids (during drug tests), and exposure to blood-borne pathogens.
Examples of Duties
Essential Functions of the Position:
To perform this job successfully, and individual must be able to perform assigned essential functions listed below satisfactorily.
Oversee daily operations of Supervised Probation and shared oversight of the Probation & Pretrial Main Office location.
Oversee the work of assigned staff, including hiring, coaching, training, scheduling work, quality assurance, discipline, and conducting performance evaluations.
Supports division and department operations and special projects. Assist in establishing division operating policies and procedures and monitor work product quality.
Ensure adherence to policies, procedures, judicial rules, laws, and probation standards. Acts as key member of division initiatives and program implementation and serves as the liaison between partnering agencies and Supervised Probation.
Manages Supervised Probation quality control activities and data management including creating quality assurance and control tools, creating data tools and the use of local and state data tools to engage in analysis and assist the leadership and executive teams in data driven decision making.
Maintains effective working relationships with other Department divisions and units, other County and municipal partners, law enforcement agencies, public and private social service agencies, and community resources.
Performs contract management, including establishing new and existing contracts, coordinating the update of requirements, noting specialized areas, establishing appropriate price ranges, and overseeing the finalization of each contract.
Facilitates and attends a variety of meetings and provides oversight and review of committees and workgroup decisions. Represents the division/Department at various events such as meetings and hearings to ensure that departmental goals, views, and positions are served.
Attends meetings and completes training as required.

Supervisor Responsibilities
Work requires managing and monitoring performance by direct supervision of assigned staff and organizational units or key work areas including evaluation program/work objectives and effectiveness, quality assurance and fidelity monitoring, data management and reporting, establishing broad organizational goals, realigning work, and staffing assignment for the functional areas. Oversee recruitment, The work performed is complex.

Interactions and communications may result in recommendations regarding policy development and implementation. May also evaluate customer satisfaction, develop cooperative association, and utilize resources to continuously improve customer satisfaction.

Remote Work
This position does have the option of having a limited hybrid remote work schedule; however, the candidate selected for this position MUST live in Washington or Oregon. No exceptions.

Retirement Information
