Social Consultant – Social Impact Assessment & Resettlement Specialist

  • Support the preparation of Social Impact Assessments and ESIA reports, including baseline studies, impact assessment, and mitigation measures
  • Assist in the design, implementation, and monitoring of Resettlement Action Plans (RAP), Livelihood Restoration Plans (LRP), and related frameworks
  • Work closely with project owners and government counterparts to provide technical guidance and supervision
  • Review and provide input to resettlement and compensation plans, ensuring compliance with Concession Agreements and international standards (e.g. IFC Performance Standards)
  • Participate in fieldwork, stakeholder consultations, and socio-economic surveys at village, district, and provincial levels
  • Support the preparation of monthly, quarterly, and ad hoc reports
  • Contribute to stakeholder engagement plans and grievance redress mechanisms (GRM)
  • Liaise with multidisciplinary teams to ensure integrated ESIA delivery
  • Provide translation/interpretation (Lao–English) where required

AFRY Lao Sole Co., Ltd. is seeking a motivated and experienced Social Consultant to strengthen our Environmental & Social team in the Asia–Pacific region. The position will support the delivery of Environmental and Social Impact Assessments, with a particular focus on social impact assessment, land acquisition and resettlement, and stakeholder engagement for hydropower and infrastructure projects in Lao PDR and the wider region.

We are looking for a dynamic professional who can work effectively within an international, multidisciplinary consulting environment and contribute to delivering high-quality, lender-compliant E&S outputs.

The position is based in Vientiane, Lao PDR, and requires frequent domestic and occasional international travel to project sites.

  • Bachelor’s or Master’s degree in Sociology, Social Sciences, Development Studies, or related field
  • Minimum 1+ years of relevant experience in social assessment, resettlement, or community development
  • Demonstrated experience with resettlement programs and land acquisition processes in Lao PDR
  • Knowledge of Lao regulations and international standards (IFC Performance Standards)
  • Experience in ESIA preparation and reporting
  • Excellent communication and stakeholder engagement skills
  • Strong report writing skills in English (Lao language required)
  • Ability to work independently and within multidisciplinary teams
