Senior Transportation Services Business Analyst
Key Responsibilites:
• Responsible for the monthly client billing cycle and funding processes; driving client communications and follow up on required client actions for all lines of business within Transportation Services (TS)
• Responsible for working with the Federal Team on ensuring FY funding contracts are created, submitted, executed, finalized to properly establish in the HHS Invoicing system for client billing.
• Responsible for tracking and maintaining reporting on funding status, client utilization, forecasting and identifying variances to ensure the Department’s required recovery on services provided.
• Develop and maintain advanced Excel-based financial models for budget forecasting, variance analysis, and trend reporting.
• Analyze and manage complex datasets related to operations and client billing.
• Provide monthly, quarterly, and annual budget reports to HHS leadership and stakeholders.
• Support funding processes, billing reconciliation, and accounting processes for Transit customers.
• Conduct data mining to uncover cost-saving opportunities and operational inefficiencies.
• Collaborate with program managers, finance teams, vendors, and IT to gather business requirements and translate them into analytical solutions.
• Create and maintain dashboards and visualizations to communicate findings clearly and effectively.
• Ensure compliance with all federal and departmental financial regulations and reporting requirements.
• Recommend and implement process improvements and automation strategies using Excel and other tools.
• Bachelor’s degree in Finance, Accounting, Business Administration, Public Policy, or a related field.
• 5+ years of progressive experience as a Business Analyst or Financial Analyst, preferably in a government or public sector environment.
• Expert-level proficiency in Microsoft Excel, including PivotTables, advanced formulas, VLOOKUP, Power Query, Power Pivot, and VBA/macros.
• Strong understanding of budgeting, forecasting, cost analysis, and financial reporting.
• Demonstrated ability to extract, clean, and analyze large datasets from multiple sources; experience in generating multiple reports from varying data sources on credit card/transit program trends/behaviors • Proven experience in data mining and trend analysis to support analyzing and presenting program specific data and translating into key business decisions.
• Familiarity with accounting software systems and financial reporting tools.
• Strong attention to detail and problem-solving skills.
• Excellent written and verbal communication skills, with the ability to present complex data in a clear and concise manner.
• Must be able to work independently with limited direction; ability to multitask and be a self-starter is critical.
• Ability to lead and work collaboratively across a broad team of stakeholders.
Preferred Qualifications:
• Knowledge of Government Financial systems, G-Invoicing, PRICES, UFMS, & CAM
• Transit Program Policy experience a plus
• Experience working with government funding, budgeting or HHS-related Transit programs.
• Knowledge of public sector forecasting and accounting frameworks.
• Experience with data visualization tools such as Power BI or Tableau.
• Processing Mapping Experience (Visio, etc.)
• Knowledge of government credit card regulations, policies & procedures
