Senior Business Analyst
Essential Functions
- Work with stakeholders to identify and understand their needs and concerns, understand the environment in which they work, and ensure stakeholder’s actual underlying needs are understood, rather than their stated desires
- Manage and communicate requirements appropriately to ensure stakeholders and the project team remain in agreement on the solution scope, how requirements are communicated to stakeholders, and how knowledge gained by the business analyst is maintained for future use
- Identify a business need, refine and clarify the definition of that need, and define a solution scope that can feasibly be implemented by the business. Techniques used include problem definition and analysis, business case development, feasibility studies, and the definition of solution scope.
- Prioritize and progressively elaborate stakeholder and solution requirements to enable the project team to implement a solution that will meet the needs of the sponsoring organization and stakeholders. Techniques used include analyzing stakeholder needs to define solutions that meet those needs, assessing the current state of the business to identify and recommend improvements, and verifying and validating of the resulting requirements.
- Assess proposed solutions to determine which solution best fits the business need, identify gaps and shortcomings in solutions, and determine necessary workarounds or changes to the solution. In addition, assess deployed solutions to see how well they met the original need so that the sponsoring organization can assess the performance and effectiveness of the solution.
- Compile documentation required for technical reviews
- Assist in the management of smaller initiatives though coordinating activities and communications
- Ensure BA toolset (templates, processes, etc.) are in line with current best practices
- Provide visual data analysis of project data using tools like Excel
- Work with Project Managers on identifying project needs for Organizational Change Management on a project and leveraging existing toolkit and implementing an approach
The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
The Senior Business Analyst is responsible for guiding the success of the technology and services related to various Revenue business processes that align to Revenue’s and the City’s technology strategic priorities and future-state agile, digital city experience. Working with cross-functional technology teams, Revenue partners, and business process stakeholders, they will oversee technology related business process initiatives from requirements through implementation, assessment, testing, and continuous enhancement. In this role, the Senior Business Analyst will be the ‘voice of the customer,’ focusing on needs, expectations, understandings, and desires of Revenue areas and business process stakeholders to improve processes and increase satisfaction.
As a member of the Revenue IT team, the Business Analyst is expected to uphold the department’s mission and contribute positively to a collaborative, human-centered, innovative, accountable, transparent, and inclusive culture within Revenue IT.
- Completion of a bachelor’s degree program at an accredited college or university, which has
included major course work in Computer Science or Information Systems
OR
An equivalent combination of education and experience
- Minimum seven (7) years’ work experience, preferably within IT, and five (5) years business analysis experience
- Extensive experience with relevant tools such as MS Excel, Project, PowerPoint, and Visio.
- Experience in leading or managing projects is a plus.
- Experience implementing Organizational Change Management is a plus.
- Experience working in a large governmental environment preferred.

Salary Range: $70,000-$85,000
Salary cannot exceed $85,000
