Job Summary:

As a Regulatory Credit Risk Manager for the global leader in online payments, PayPal’s Credit Risk team, you will have a critical impact on preparing PayPal Europe for direct ECB supervision under the Single Supervisory Mechanism (SSM). You will drive the end-to-end readiness effort across consumer and business lending products in multiple European markets.

You will coordinate across multiple internal functions and Group-level stakeholders and establish sustainable frameworks for ongoing ECB supervisory engagement.

Job Description:

Essential Responsibilities:

  • Identify issues and recommend best practices for the administration of legal entities and subsidiaries.
  • Lead functional projects and programs that contribute to business or process improvements.
  • Analyze business trends to inform decision-making and enhance operational effectiveness.
  • Collaborate with internal stakeholders to ensure compliance with legal and regulatory requirements.
  • Oversee the maintenance of accurate corporate records and documentation.

Minimum Qualifications:

  • 5+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

Additional Responsibilities & Preferred Qualifications:

Essential Responsibilities

  • Lead the structured remediation of any identified gaps from ECB readiness assessments, acting as central coordinator across FLOD, SLOD, legal, compliance, and Group stakeholders on European credit products.

  • Own and maintain comprehensive roadmaps, tracking progress, escalating blockers, and reporting status to senior management on ECB readiness initiatives.

  • Develop and maintain comprehensive documentation of credit risk frameworks, policies, and definitions aligned with ECB/Asset Quality Review (AQR) supervisory expectations.

  • Enhance Unlikely-to-Pay (UTP)/Non-Performing Exposure (NPE) classification logic across consumer and business portfolios in alignment with Capital Requirements Regulation (CRR) Article 178 and EBA NPE definitions.

  • Enhance forbearance classification across products and countries with clear financial difficulty definitions and effectiveness measurement processes aligned with EBA guidelines.

  • Conduct data completeness reviews against EBA Guidelines on Loan Origination and Monitoring, Management of Non-Performing and Forborne Exposure requirements in relation to borrower-level data, underwriting/collections, loan loss reserving, reporting.

  • Establish recurring Early Warning Indicator (EWI) processes combining performance data with macroeconomic indicators, integrating into monthly risk reporting.

  • Update Risk Appetite Framework to include pre-defined NPE action plans.

  • Establish Group-wide alignment frameworks across jurisdictions.

  • Manage ongoing steady-state governance activities to ensure they remain current and aligned with evolving ECB/EBA expectations.

  • Participate in ECB supervisory engagements and provide support to internal/external auditors on any remediations as needed.

Minimum Qualifications

  • Bachelor’s or master’s degree in finance, economics, risk management, or related field.

  • Minimum of 5 years of experience in credit risk within regulated financial institutions, with direct exposure to ECB/SSM supervision or AQR exercises preferred.

  • Strong working knowledge of relevant EBA guidelines (Loan Origination and Monitoring, Management of Non-Performing and Forborne Exposures), CRR Article 178, IFRS 9 impairment frameworks, and AQR Phase 2 methodology.

  • Experience working across consumer and business/SME credit portfolios in multiple European jurisdictions.

  • Demonstrated ability to translate regulatory requirements into practical policy and framework changes.

  • Strong stakeholder management skills with experience engaging across multiple functions including legal and compliance.

  • Excellent written communication skills with ability to produce clear, concise, ECB-ready documentation.

  • Highly organized with strong project management capability and ability to manage multiple workstreams simultaneously.

Preferred Qualifications

  • Comfortable operating with ambiguity and driving progress in cross-functional environments without direct line authority.

  • Detail-oriented with strong regulatory rigor, balanced with pragmatism in finding proportionate solutions.

  • Proactive and self-directed with ability to identify and escalate emerging risks without prompting.
