SAE also delivers programs outside of Australasia and North America through a network of Education Partners operating in diverse regions with unique regulatory environments and/or market conditions.

 

Overview and Objectives of the Position

The Quality Manager operates as one of three equivalent roles within the Quality Assurance team of the Office of the Registrar. The role is primarily responsible for planning and executing the quality assurance of business operations against identified government, regulatory and professional body and internal policy requirements.

 

The Quality Manager will manage the execution of scheduled annual, or other identified periodic declarations and submissions to relevant external bodies.

 

The position will support the enhancement of a culture of self-assurance in the Division through active engagement with and training of Divisional staff in operational practices that support compliance and continuous improvement.  

 

Key Relationships

The role is a member of the Office of the Registrar. Key relationships are with:

  • Director of Governance and Quality
  • General Managers (GMs) within relevant business units
  • Office of the Registrar team
  • Office of the Provost team
  • Business unit Academic Leaders and Academic Support team
  • Internal stakeholders including data governance and management, government reporting, data stewards and other colleagues involved in similar functional teams
  • External stakeholders including third party providers regulators

 

Key Result Areas (Areas of Accountability and Responsibility)

  1. Quality Assurance
  • Undertake periodic and systematic reviews of business and service operations against identified external government, regulatory and professional body requirements and internal policy and procedures. This will include, but is not limited to compliance with the Higher Education Standards Framework (Threshold Standards 2021 and the National Code of Practice for Providers of Education and Training to Overseas Students 2018 (National Code), Standards for Registered Training Organisations (RTOs) 2015.
  • Review existing policy and facilitate ongoing implementation and continuous improvement of the Division’s policy framework to align with strategic priorities and best practice 
  • Support robust course review processes to build and enhance a culture of self-assurance and the maintenance of academic quality
  • Manage the submission of the relevant compliance declarations and applications for accreditation and re-accreditation of courses to regulators, government agencies and professional bodies as required
  • Provide expert advice, direction and professional support to assist course reviews and re-accreditations, both professional and regulatory and support submissions to relevant bodies
     
  1. Engagement
    • Act as subject matter expert for compliance related queries within the Division aligned to key focus areas.
    • Delivering training to C&I Australia business units in quality management processes

 

  1. Executive Support

 

  • Act as the Executive Officer for Divisional business unit governance committees, as directed

 

  1. Other
  • Project manage strategic projects at Division level and within business units including but not limited to: student experience, compliance reviews.
  • Any other projects and duties as specified from time to time commensurate with experience.

Essential:

  • Relevant tertiary qualification and/or experience in a higher education environment
  • Demonstrated high level project management experience including the ability to plan and execute project deliverables and review project outcomes
  • Excellent interpersonal and stakeholder management skills and the ability to build and sustain productive internal and external relationships
  • Demonstrated ability to review and assess compliance with legislative requirements, or professional standards or internal policy frameworks
  • Excellent written and verbal communication skills, with a demonstrated ability to produce high quality written reports and deliver presentations to staff and stakeholders

 

Desirable:

  • Demonstrated experience of risk management frameworks and methodologies in a Higher Education environment
  • Demonstrated understanding and experience with educational regulatory requirements and frameworks (TEQSA, ESOS, CRICOS)
  • Experience in tertiary education governance and quality assurance systems
