POSITION SUMMARY: The Public Health Officer will support the design, implementation, and monitoring of public health interventions within Project HOPE’s Gaza Response program. In the context of active conflict, displacement, infrastructure damage, and heightened risk of communicable disease outbreaks, the Public Health Officer plays a critical role in strengthening preventive health measures and promoting community-based public health strategies. The position will contribute to disease surveillance, outbreak preparedness and response, health promotion, and coordination with local health authorities and health cluster partners. The Public Health Officer ensures that public health programming is aligned with national guidelines, WHO standards, and humanitarian principles, while embedding safeguarding, accountability, and Do No Harm approaches. This position is being advertised contingent upon award; while the recruitment process will proceed as part of organizational preparedness, no formal offer will be extended until funding is confirmed PRINCIPAL RESPONSIBILITIES: Public Health Surveillance • Support implementation of public health surveillance systems including disease monitoring, outbreak detection, and response coordination. • Monitor trends in communicable and non-communicable diseases and contribute to early warning systems and epidemiological analysis. • Support collection, verification, and reporting of health data from clinics, mobile teams, and community outreach activities. Technical Support to Health Services • Provide technical support to health facilities and mobile health teams to strengthen public health interventions and preventive services. • Support implementation of national and international public health protocols including infection prevention and outbreak management. • Contribute to development and dissemination of health education and risk communication materials for affected communities. Monitoring, Reporting and Coordination • Support monitoring and evaluation of public health activities in line with project objectives and donor requirements. • Contribute to preparation of technical health reports and public health updates. • Participate in Health Cluster meetings and coordinate with local health authorities and partner organizations as required. Capacity Building and Community Engagement • Support training of health workers and community teams on disease surveillance and prevention measures. • Contribute to community awareness initiatives including vaccination campaigns and health promotion activities. Risk Management and Accountability • Support public health risk assessments and contribute to mitigation and preparedness measures. • Ensure safeguarding, protection mainstreaming, and accountability to affected populations are integrated into health programming. MINIMUM QUALIFICATIONS: -Bachelor’s degree in Public Health, Epidemiology, Community Health, or a related field. - 3-7 years of experience in public health programming or disease surveillance. -Experience working in humanitarian or emergency health settings is strongly preferred. -Knowledge of communicable disease control, outbreak response, and health promotion strategies. -Experience with data collection, analysis, and reporting tools. -Ability to work under pressure in high-risk and resource-constrained environments. -Strong coordination, communication, and documentation skills. -Demonstrated commitment to humanitarian principles and safeguarding standards. PREFERRED QUALIFICATIONS: -Experience working in conflict-affected or hardship contexts such as Gaza. -Familiarity with WHO public health guidelines, Sphere standards, and humanitarian coordination mechanisms. -Experience collaborating with INGOs and local health authorities in emergency response settings. -Training in epidemiology, outbreak investigation, or emergency public health response. Physical demands: -While performing the duties of this job, the employee must be mobile in an office environment and able to use standard office equipment. -Must be able to communicate in verbal and written form and must be able to travel internationally. Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.” Work environment: -Typical office environment with exposure to a minimal noise level. -Emergency deployments may be in resource-deprived environments with austere living conditions. -Travel for extended periods may be by air and/or other modes of transportation. -While international travel is not a regular part of every job, programmatic needs may require it intermittently. -Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.” Due to the substantial number of inquiries, we receive, only candidates who have met the required experience qualifications for this position will be considered.
