Position Summary: The Manager, Flight Operations Technical Liaison is responsible for providing management and establishing standards and procedures for all Fleets’ Dispatch Deviation Guides (DDGs), which encompass the Minimum Equipment Lists (MELs) and Configuration Deviation Lists (CDLs), and to ensure compliance with 14 Code of Federal Regulations (CFR) and the aircraft manufacturer’s specifications. This role will provide direction to Flight Operations as a subject matter expert (SME) on aircraft technical questions and synchronize Flight Operations and Technical Operations with new and resourceful strategies to improve communication between the groups. In addition, the Manager, Flight Operations Technical Liaison will also provide full-time short- and long-term technical interface solutions which will increase overall Safety margins, efficiency, and reliability; company-wide.

 

Major Job Accountabilities:

  • Develop and manage revisions to the company’s Dispatch Deviation Guide (DDG) for each fleet while maintaining compliance with multiple resources which includes but is not limited to the Master Minimum Equipment List (MMEL), applicable 14CFR regulations, and the manufacturer’s procedures and specifications.
  • Coordinate with Senior Manager of Flight Operations Publications / EFB on all manual revisions.
  • Interface and work closely with the Flight Operations Director, Standards Captains.
  • Responsible for the administration and maintenance of all Company Airplane Flight Manuals (AFMs).
  • Applies a standard methodology to the design, collection, storage, and retrieval of information related to the DDG, MEL, and CDL. Maintain document file management and configuration control as per department policy.
  • Responsible for interface and convergence of the technical aspects within Flight Operations internal groups regarding aircraft technical research with aircraft manufacturers. This includes but is not limited to:
    • Airplane Flight Manual (AFM) content vs. Airplane Equipment list (management/reconciliation)
    • Flight Crew Operations Manual (FCOM) content vs. actual airplane configuration
    • Meet with Flight Operations and Technical Operations groups to facilitate interpersonal communication between the multiple departments and manage any issues by proactively identifying and working action items to solve issues.
  • Responsible for interface with internal and external groups within the company, that include but is not limited to, Performance Engineering, Directors of Operations, Standards Captains, Technical Operations, and Engineering.
  • Present Flight Operations airplane equipment changes requests when necessary and serves as a liaison with Engineering, Planning, Material Review Board, and Heavy Maintenance
  • Participate in discussions and meetings regarding Phase in airplane equipment requirements to ensure:
    • Flight and Technical manuals are synchronized and accurate, prior to service entry.
    • Boeing Service Bulletins (SBs) and other approved changes (Engineering Orders (EOs)/Supplemental Type Certifications (STCs)) are approved, tracked, and documented
    • Airplanes are configured as per company requirements
  • Performs other duties as directed by the Senior Director, Certificate Management.

 

Qualifications:

  • Minimum Bachelor of Science degree in Engineering/Technical Engineering or equivalent years of experience
  • 5 years of Airline engineering experience required
  • Knowledge of Boeing and Airbus Aircraft preferred.
  • Proficient in Microsoft Office Suite
  • Familiarity with Aircraft Maintenance Manual (AMM), Service Bulletins (SB) and Engineering Orders (EO) is preferred
  • Ability to accurately interpret requirements related to:
    • Communication, Navigation, Surveillance Systems
    • 14 CFR Part 25, 119, and 121 Transport Category aircraft regulations
  • Proficiency in Adobe Acrobat products is required
  • Ability to champion cross-departmental operational solutions
  • Knowledge of the 14 CFR required

 

Special demands:

  • Minimum 10% travel required
  • Must be flexible and able to work various hours and weekends

Competitive compensation will be offered based on a variety of factors, including a candidate's experience, skills, education, geographic location, internal equity and other factors. In addition, a range of benefits to include medical, dental and vision insurance, employee assistance program, as well as generous paid time off, and 401K contributions are offered as a part of the total compensation package.

$113,000$153,000 USD
