Fishery Management Analyst - Data, Scientific Analysis & Compliance Support
Overview
Lynker Corporation is seeking to hire four (4) Fishery Management Analysts to support a contract with NOAA’s National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries (OSF). These are full-time, primarily remote positions based in Silver Spring, MD, anticipated to begin July 1, 2026. Hiring for these positions will be contingent on contract award. Lynker will be operating under its FLOAT joint venture, a NOAA ProTech Fisheries 2.0 prime contract holder.*
NOAA OSF requires support to implement Executive Order 14276, Restoring American Seafood Competitiveness, including development and execution of fishery management actions, regulatory analysis, and environmental compliance. These positions will directly support NMFS Headquarters, Regional Offices, and the Atlantic Highly Migratory Species (HMS) Division in advancing national fisheries policy and regulatory priorities. These positions are contingent on Lynker being awarded the contract.
Responsibilities
Duties of the Fishery Management Analyst - Data, Scientific Analysis & Compliance Support, include the following:
Deliverables
- Fishery management action writing and analyses.
- Provide and analyze environmental assessments, and scientific analysis, technical writing/editing, to include writing fishery management actions and associated supporting material.
- Research Analysis
- Progress report to include, but not necessarily be limited to, the following: accomplishments, issues encountered, travel (including purpose, significant outcomes, action items), and recommendations, if applicable, submitted at least on a monthly basis.
- Administrative Records (AR) & Clearance Packages: The legally defensible compilation of all documents, communications, and checklists generated during the rulemaking process, organized and filed according to NMFS standards for final clearance.
- Draft Fishery Management Plans (FMPs) & Regulatory Amendments: Comprehensive draft documents and "action packages" that develop management alternatives, recommendations, and necessary measures to implement the Seafood EO and requirements of the Magnuson-Stevens Act.
- NEPA Environmental Assessments & Analysis Reports: Formal environmental impact analyses (EAs or EISs) and supporting scientific documentation required to ensure all proposed management actions comply with the National Environmental Policy Act.
Place of PerformanceWork will be performed primarily offsite. Occasional travel or on-site support may be required depending on mission needs.TravelLimited travel may be required to support Council meetings, NMFS coordination, or workshops.
Qualifications
The Ideal Fishery Management Analyst - Data, Scientific Analysis & Compliance Support, will have the following:
- Bachelor’s degree in fisheries, marine science, environmental policy, or related field
- At least three (3) years of experience supporting fisheries management, regulatory analysis, or environmental compliance
- Experience with technical writing and policy documentation
- Strong analytical and organizational skills
- Applied expertise with relevant statutes, including the MSA, ESA, MMPA, and NEPA.
- Excellent written and verbal communication skills
