Job Description
The purpose of this role is to join and support experienced financial crime colleagues in US Bank. This person will be a risk manager assessing the potential financial crime exposures that could impact our UK customers, supporting our business to enhance their controls accordingly. Our UK branch provides both payment and wealth products to a variety of companies and legal entities. This person will be at the forefront of supporting our business units operating in the UK to ensure that they remain compliant with financial crime requirements and future regulatory expectations. Key accountabilities:
Supporting compliance within the UK Branch with local laws and regulations in force concerning anti-money laundering, terrorist financing and economic sanctions in accordance with enterprise policies and USBE DAC’s AML/CTF policies and guidelines, ensuring business lines have effective procedures in place to meet regulatory and policy requirements
Monitoring with the UK MLRO the legal and regulatory framework with regard to anti-money laundering, terrorist financing and economic sanctions through participation in USBE’s regulatory change management program and oversee implementation of changes as required
Assisting in the management of the suspicious activity reporting (“SAR”) process, working with our centralised EFCC Investigation team
Supporting and coordinating management focus on the money laundering risk in individual business areas and provide subject matter expertise to the business on AML/CTF and economic sanction matters
Supporting the second line of defence testing program, conducting reviews where required
Supporting the development of the UK Branch’s policies and procedures for countering the risk that the firm might be used to further financial crime.
Review high risk customers escalations as required;
Assist management to develop and maintain an effective anti-money laundering and counter-terrorist financing compliance culture;
Help to ensure that all staff are aware of their personal obligations and the Company’s policies and procedures and that the basis for the Bank’s risk-based approach is understood and applied;
Support UK Branch staff to ensure that they are adequately trained in AML and terrorist financing prevention;
Promptly escalate AML/CTF and economic sanctions matters and issues to USBE’s UK SMF17 and UK Branch Manager;
Assist in preparation of the yearly update for USBE’s MLRO and Branch Manager on compliance with the AML and terrorist financing policies and procedures;
Make any recommendations for action to remedy any deficiencies in policies, procedures, systems or controls and following up on those recommendations;
Contribute to regulatory, audit or other on-site examinations, including preparation, on-site support and follow up activity.
Promptly respond to any reasonable request for information from internal and external stakeholders;
Support the coordination with USBE DAC and U.S. Bank in order to ensure the alignment of internal policies of the branch;
Provide second line support to the wider EFCC Europe team as required.
Skills & experience required:
Expert knowledge of UK and EU regulatory requirements, industry guidance and best practices including but not limited to: UK Money Laundering, Terrorist Financing and Transfer of Funds (Information on the Payer) Regulations 2017, Proceeds of Crime Act (“POCA”) and Joint Money Laundering Group Steering Group (“JMLSG”) Guidance Notes; U.S. FFIEC Examination Manual relative to AML, KYC, CIP, etc., USA PATRIOT Act, FinCEN guidance, FATF recommendations.
Proactive and business focused
Proven experience of interaction with regulators and auditors
Understanding of products and services and how they may be exploited for criminal purposes, including but not limited to money laundering and terrorist financing activities
Ability to work on a variety of complex issues within a time-sensitive environment and drive results by promoting a strong culture of compliance
Ability to develop close working relationships with stakeholders
Excellent oral, written, presentation, and inter-personal skills
Ability to understand, communicate and explain complex financial crime issues to a range of audiences
Confidence to challenge and influence senior management within the business lines
Analytical and problem-solving skills with a pragmatic solutions focus
Flexible to change, time management skills and the ability to prioritize and work effectively to tight deadlines with minimal supervision
Additional information
The role offers a hybrid / flexible schedule, which means there's an in-office expectation of 3 or more days per week and the flexibility to work outside the office location for the other days.
This role is a 12‑month fixed‑term contract.
