SUMMARY

The Facilities Construction Division provides administration and project management for the planning, design and construction of city-owned buildings and major renovation projects. These projects include operational facilities for police, fire, fleet, transit, transportation and solid waste, and city-owned cultural facilities such as Spectrum Center, Bank of America Stadium, Discovery Place Science Museum, The Mint Museum, Knight Theater, and the Harvey B. Gantt Center for African-American Arts + Culture.
Every stage of the process is overseen by the division: consultants and contractors perform the design and construction of the buildings, and the division's project managers ensure that projects are properly managed, completed on time and within budget and meet various council-adopted policies. The Facilities Construction Division is seeking an Engineering Program Manager who will supervise Project Managers on a variety of projects within the division.

Major Duties and Responsibilities:

  • Manage Capital Improvement Projects, Programs and oversee Master Plans prepared by consultants.

  • Work with client departments to develop project budgets and assist the Division Manager with submitting funding requests for future capital needs. Once project funding is in place, the Program Manager will work with the Division Manager and Project Managers to complete the projects. 

  • Assist the Division Manager in developing, monitoring, and reporting annual strategic objectives. 

  • Lead the efforts to develop policies, procedures and guidelines for project management processes, in addition to proactively seeking opportunities to improve Division processes and procedures.

  • Ensures all project planning, design, and construction activities comply with applicable building codes, North Carolina state statutes, local ordinances, permitting requirements, and industry standards, including alignment with the Strategic Energy Action Plan (SEAP), the Americans with Disabilities Act (ADA), and other relevant City initiatives.

  • Provide leadership and strategic direction for the overall operations of the Facilities Construction Division, with a strong focus on customer service excellence, process improvement, policy development, effective communication, and administrative management.

  • Ensures staff updates schedules, budgets, project management checklists and Integrated Project Delivery System documents.

  • Inform the Division Manager of project/program progress, issues, etc.

  • Performs other duties as assigned.

Skills, Knowledge and Abilities:

  • Excellent communication skills (verbal, written and public speaking).

  • Proven commitment to customer service, collaboration, project management, conflict management, interpersonal communication, public speaking, media relations, and process improvement skills are essential. Ability to lead and implement change.

  • Ability to analyze complex administrative, operational and policy issues, make sound recommendations for resolution and effectively implement.

  • Ability to cultivate innovation, creating new and better strategies for project delivery.

  • Ability to establish and maintain effective working relationships with City executives, City Council and other public officials, business and community leaders and the public.

  • Computer skills at the intermediate level proficiency using Microsoft Office Suite Products (Word, Excel, Access).

  • Key competencies for success include team oriented, collaborative, creative, flexible, proactive, strong communicator, responsive, approachable and comfortable managing conflict, innovative, aligned with organization, and ability to perform effectively in a fast-paced/high-pressure environment.

Preferred Qualifications:  

  • Ten (10) years of progressive experience in municipal engineering/architectural fields with at least five (5) years of practical experience in sustainable building design and construction. 

  • Progressively responsible leadership and organizational experience in program administration with a demonstrated ability to effectively direct and guide teamwork effort.

  • Registration as a Professional Engineer (PE) or American Institute of Architects (AIA).

Minimum Requirements:

A Bachelor’s Degree in Engineering or Architecture or a related field with a minimum of five (5) years progressive experience or a Masters’ Degree in Engineering or Architecture with a minimum of three (3) years progressive experience including supervisory experience.

CONDITIONS OF EMPLOYMENT

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
