Job Summary The Plant Operations Manager is responsible for the strategic leadership and daily management of the Blinn College District’s central plant systems. This includes the operation, maintenance, and regulatory compliance of chillers, cooling towers, heating boilers, pumps, valves, and site distribution piping. The Plant Operations Manager ensures the reliable delivery of chilled and heating water to all district buildings and oversees service vendors and licensing requirements associated with plant operations. Principal Accountabilities Manage the daily operations of central plant systems across all campuses, including chillers, boilers, cooling towers, pumps, and associated infrastructure. Ensure optimal performance, energy efficiency, and reliability of heating and cooling systems. Supervise and coordinate the work of external service vendors. Monitor and manage contracts for third-party maintenance and repair services. Ensure compliance with all local, state, and federal regulations, including licensing and inspection requirements for boilers (heating and hot water) and chillers. Maintain accurate records of maintenance activities, inspections, and regulatory compliance. Collaborate with campus leadership and facilities planning teams to support capital projects and infrastructure upgrades. Working with the Directors of Facilities, develop and manage the plant operations budget, including forecasting, procurement, and cost control. Respond to emergencies and system failures, providing leadership in troubleshooting and resolution. Promote a culture of safety, accountability, and continuous improvement within the plant operations team. Other duties as assigned
