PRIMARY DUTIES & RESPONSIBILITIES

Anticipated Hiring salary: $72,312.00 - $90,390.00/year  

Full Salary Range:$72,312.00 - $112,988.00/year 

Salary to be commensurate with experience.

OVERVIEW OF POSITION / DEPARTMENT

The Redevelopment Project Manager performs project management of urban renewal redevelopment and other projects and programs, meeting the goals and objectives as defined by the Aurora Urban Renewal Authority and City Council.

PRIMARY DUTIES & RESPONSIBILITIES

  • Develops and implements redevelopment strategies, urban renewal plans, and/or projects and programs to attract targeted new development to the city.

  • Writes plans, manages consultants on blight and other studies, writes all internal memorandums and commentary, conducts presentations, and facilitates the approval process.

  • Assists with the preparation of Requests for Proposal for redevelopment projects.

  • Conducts detailed project feasibility analysis, including conducting tax increment revenue projections and financial gap analysis, produces county impact reports, and communicates findings and recommendations.

  • As part of a team, participates in negotiations with developers, metropolitan districts, and taxing entities throughout the process.

  • Presents on major urban renewal and other projects to policy committees, Aurora Urban Renewal Authority Board, Planning Commission, City Council Study Session, and Regular City Council and AURA Board meetings, when appropriate.

  • Assists with planning and conducting public engagement and targeted outreach to stakeholders, businesses, and residents in conjunction with the blighting of properties and creation and promotion of urban renewal areas, as well as other redevelopment projects and programs.   

  • With supervision, works cooperatively with internal and 3rd party attorneys to produce incentive and contract agreements, including drafting agreements if needed.

  • Communicates with internal city staff of various departments, including representation of AURA’s recommendations and positions, and problem-solving within a multi-disciplined team for solutions to move projects forward. 

  • Manages the implementation of incentive and cooperative agreements, including monthly tax increment distribution and the establishment of methodology and systems for newly approved agreements, performing monthly calculations and payment requests, monitoring of revenues, and problem-solving on issues that arise.

  • Performs annual AURA budget analysis and projections, urban renewal report updates for areas managed, and analysis of annual county increment letters.

  • Addresses issues related to tenant and business retention for managed projects.

  • Markets, redevelopment areas, and opportunities for developers, brokers, and investors, including attending conferences, webinars, and trade shows, where appropriate.

  • Makes recommendations to the supervisor and division manager to resolve problems.

  • Demonstrates technical abilities in the preparation of PowerPoint presentations.

  • Prepares and presents a variety of reports and updates.

      MINIMUM QUALIFICATIONS & WORKING CONDITIONS

      An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

      Education: 

      ·       Bachelor’s degree (Master’s Degree preferred) in real estate, finance, economic development, construction management, public administration, business administration, planning, or related field.

      Experience: 

      ·       At least 3 years’ progressively responsible experience in urban renewal project management, real estate development and/or investment, construction management, planning, or economic development. 

      Knowledge: 

      • Urban renewal practices, processes, and strategies

      • Land development, entitlement process, and construction management

      • Economic development principles and public policy

      • Real Estate development and financing/financial analysis

      • Personal computers with related word processing and project management software applications

      Abilities: 

      • Ability to establish and maintain effective working relationships with employees, citizens, and elected officials

      • Handle sensitive or stressful situations with tact and diplomacy

      • Resolve problems in a political environment, research, and promote creative solutions to land planning, urban renewal, and redevelopment problems

      • Communicate effectively both verbally and in writing

      • Perform as a project manager

      • Perform as a project manager

      • Efficiently and accurately key information using a keyboard and have the skill to perform data entry.

      • Strong interpersonal, analytical, and organizational skills


      Licenses and Certifications:

      • Valid Colorado driver's license with a good driving record

      WORKING CONDITIONS

      Essential Personnel:

      • Perform as a project manager

      Physical Demands: 

      • Light physical work lifting at least 20 pounds at a time, with frequent lifting or carrying of objects weighing up to 10 pounds with or without assistance.

      • Frequent hand/eye coordination for the operation of office equipment

      • Vision for reading and interpreting reports, data analysis, and preparation

      • Frequent speech communication, hearing, and listening to maintain communication with employees and citizens

      Equipment Used:

      • Frequently uses standard office equipment, including computer, calculator, multi-line telephones, and copy/fax machines

      • This position may require the incumbent to occasionally use personal equipment (e.g., vehicle, cell phone, tools, etc.) in the course of their employment

      Work Environment:

      • Works primarily in a clean, comfortable environment

      The city of Aurora will implement furlough days (unpaid days off) for most employees in 2026. The scheduled furlough dates are January 16, April 10, July 2, and December 24.
