Charlotte Water is an enterprise department of the City of Charlotte and one of the largest public water and sewer service providers in the southeast with over 330,000 customer accounts and over 1100 employees. Our service area includes the City of Charlotte, Mecklenburg County and the towns of Huntersville, Cornelius, Davidson, Mint Hill, Matthews and Pineville. Charlotte Water’s FY 26 budget is $651 million and a five-year capital program of $2.2.28 billion. Salary:

The salary for this position is $66,525.30 - $73,916.99, commensuration with experience.

Summary:

The Administrative Officer works in Charlotte Water’s System Protection Division.  This position administers the billing operations of the Industrial Pretreatment Program, the Commercial Source Program and the Septage Program.  These three programs regulate approximately 60 large industrial customers, 5,000 food service establishments and 30 Septage Pumper/Haulers of the City of Charlotte. This position directly impacts the overall revenue of Charlotte Water. The Administrative Officer position will also be responsible for procurement and P-Card reconciliation.

Daily interaction is required with laboratory, treatment plant, industry personnel, regulatory, legal and research personnel as well as the public.  Numerous special projects related to water and sewer rates, pretreatment, collection systems, new regulations, and other pertinent topics are assigned to and completed by the Administrative Officer.

Major Duties and Responsibilities:

  • Calculates surcharge billing for industrial, commercial and septage facilities.

  • Receives, monitors, and manages industrial data in accordance with Local, State and Federal regulations.

  • Educates and assists businesses and industries regarding surcharge rates and billing calculations.

  • Monitor civil penalties issued to industrial, commercial and septage customers as enforcement actions.

  • Review and approve data related to industrial and commercial flows.

  • Use data bases and flow calculations to generate reports as part of the Capacity Assurance Program

  • Conducts field investigations to ensure customers are classified correctly with respect to billing.

  • Review data and documentation, for correctness, accuracy, and compliance with regulations

  • Reviews data for discrepancies and communicates with regulatory staff regarding issues.

  •  Assists in the development of training programs and assist with optimization initiatives such as ISO.

  • Provides support for programs such as the Industrial Waste Survey, Dental Amalgam and Mercury Minimization Program

  • Plans and coordinates the Annual Environmental Excellence Awards

  • Assists in the monitoring and planning of the System Protection Budget

  • Assists with P-Card approvals and reconciliations.

Knowledge, Skills & Abilities:

  • Experience with Banner and other billing software

  • Excellent oral and written communication skills, along with familiarity of PC software such as databases, Excel, Word  

  • Ability to interpret laboratory analysis results; ability to perform complex mathematical calculations, keep neat accurate records, and write concise, clear business letters and technical reports.

  • Experience with Word, Excel, Outlook and databases

  • Experience with billing or collections

  • Critical thinking and analytical skills

  • Project management and leadership skills

  • Strong organizational and planning skills.

  • Knowledge of water and/or wastewater regulations

  • Understanding of chemistry terminology

  • Experience with Banner, Cognos, Kubra, PeopleSoft, and Munis

  • Knowledge of Standard Operating Procedures

  • Knowledge of ISO14001 and wastewater permitting and inspections

  • Experience working in a delegated Industrial Pretreatment Program

  • Experience in industrial plant processes and industrial waste pretreatment

Preferred Qualifications:

  • Associate’s or Bachelor’s degree in information technology, science, or business

  • Industrial Pretreatment Certification

  • Knowledge of wastewater chemistry and biology as they relate to industrial processes and wastewater treatment.

  • Experience with water, wastewater, and industrial surcharge billing

  • Knowledge of Federal, State and Local regulations related to the Clean Water Act

  • Knowledge of ISO Environmental Management Systems and continuous improvement

  • Knowledge of Local, State and Federal industrial pretreatment regulations

Minimum Qualifications:

  • Requires a High School Diploma/GED with three (3) years of relevant experience.

  • Must be able to lift and carry at least 60 pounds and walk sewer lines over rough, uneven terrain.  Some bending, stooping, lifting required.

  • Must be able to obtain and maintain city’s drivers permit.

CONDITIONS OF EMPLOYMENT
