The judgment calls inside the math:

  • Reach is analytics-backed (pulled from funnel data), not estimated.
  • Confidence on step-2 is 80% because we shipped a similar pattern in step-1 with 12pp lift; that's calibrated.
  • Confidence on the video player is 50% — no analogous prior work; if it were 80% the video player would still rank below step-2 but above mobile activation.
  • Impact is categorical (3=massive, 2=large, 1=medium, 0.5=small, 0.25=minimal); the categorical scale prevents over-precision.

RICE works here because the comparisons are like-for-like (all four are activation-funnel features). It fails when comparing feature work to platform work to research work — those have incommensurable Reach.1

WSJF: cost-of-delay-driven prioritization

WSJF (Weighted Shortest Job First) from SAFe (Scaled Agile Framework) prioritizes by cost-of-delay-per-job-size. Score = (User-Business Value + Time Criticality + Risk Reduction / Opportunity Enablement) ÷ Job Size. Each input is rated on a relative Fibonacci scale (1, 2, 3, 5, 8, 13, 20, 40, 100); the relative scale prevents false precision.

Strongest for: cross-team and platform work where time-to-market matters. Bigger orgs with multiple competing programs use WSJF for portfolio-level prioritization.

Kano Model: must-have / performance / delighter

Kano classifies features into three categories based on the relationship between feature presence and customer satisfaction:

  • Must-haves (basic). Customers expect them; their absence creates dissatisfaction; their presence doesn't create satisfaction. Example: keyboard shortcuts in a productivity app.
  • Performance (linear). More is better, less is worse. Example: app load speed.
  • Delighters (excitement). Customers don't expect them; their presence creates outsized satisfaction; their absence isn't noticed. Example: a thoughtfully-designed empty state.

Strongest for: differentiating new features for a specific segment. The dominant operational failure: delighters become must-haves over time as competitors copy them, and the model needs re-running per segment per major release.

Kano survey methodology asks each feature in a functional/dysfunctional pair: "How would you feel if [feature] is included?" / "How would you feel if [feature] is not included?" Five-point scale; the response pair classifies the feature.3

MoSCoW and 2x2: blunter scaffolds

MoSCoW (Must / Should / Could / Won't) is the bluntest framework. It works for stakeholder communication — "these are Musts, those are Should-haves" reads cleanly across functions — but fails as a ranking tool because the buckets aren't ordered within. Most senior PMs use MoSCoW for scope-conversation framing, not for ranking.

2x2 matrices (Impact × Effort) are the fastest prioritization scaffold for small teams with shared context. Plot features on a 2x2 grid; high-impact-low-effort wins (top-left in the canonical orientation); high-impact-high-effort goes second (the strategic bet quadrant); low-impact-low-effort fills slack (or gets cut); low-impact-high-effort doesn't ship.

2x2 strengths: 5-minute conversation, no ceremony, surfaces team disagreement immediately. 2x2 weaknesses: subjective without anchored Impact / Effort; teams disagree on which features are high-impact based on differing context.

Stakeholder pressure patterns (the work that breaks prioritization)

Most prioritization failures aren't framework failures; they're stakeholder failures. Three named patterns:

  1. The drive-by add. A senior leader stops by your standup or sends a Slack: "can we add X to the roadmap?" The PM says yes to avoid friction; X displaces a prior priority without trade-off conversation. Fix: name the trade-off explicitly. "Yes, we can add X, but it displaces Y — which is the priority we're holding to ship in March. Can you help me decide?"
  2. The customer escalation. A high-ARR customer escalates a feature request through CS or sales. The PM ships the feature to retain the account; doing so 6 times a year cumulatively destroys roadmap discipline. Fix: build a customer-input → roadmap pipeline that allows escalations without bypassing prioritization.

  • Articulating the trade-off, not the priority. "We picked X over Y because Y had higher RICE score but didn't address the segment we'd committed to in OKRs" demonstrates judgment. "We picked X because it had the highest RICE score" demonstrates math.
  • Naming the framework's failure mode. "We used WSJF for the platform roadmap, but the Job-Size estimates calibrated against eng's optimism rather than historical actuals; we adjusted by adding a 1.5x correction factor on Job-Size based on retro data." That's working PM, not framework recital.
  • Holding the no under stakeholder pressure. Behavioral interview: "Tell me about a time you held a priority against pressure from a senior stakeholder." Specifics matter. Vague "I held my ground" doesn't convert.
