Job Summary

This role supports the Army Prepositioned Stocks – Four (APS-4) Program at Camp Carroll, Korea, and Sagami General Depot, Japan. The Facility Engineering Specialist ensures compliance with all safety, environmental regulations, and KBR’s Zero Harm policies. Serving as the on-site facility engineering expert, the specialist oversees all facility-related matters supporting AFSBn-NEA, including existing, planned, and required infrastructure for equipment maintenance, supply warehousing, office and administrative spaces, and road and rail systems across APS-4 locations in both Korea and Japan.

Roles and Responsibilities

The Facility Engineering Specialist conducts site studies of operations, machinery, and facilities to gather firsthand information about local conditions and limitations that may impact design. Based on these observations, the specialist prepares scopes of work, designs, and drawings, ensuring that proposed solutions are practical, economical, and efficient.

Responsibilities include:

  • Design Review & Planning: Evaluates contractor proposals and drawings for technical accuracy, scope alignment, execution methods, and task identification. Assesses scope, drawings, and timelines using professional engineering expertise, and envisions the sequence of work to align with AFSBn-NEA/APS-4 operational needs.

  • Construction Oversight: Conducts site visits to inspect construction progress and ensures contractor operations comply with plans and specifications. Reviews of contractor reports, test results, and material/equipment samples for completeness and compliance with required standards. Identifies deficiencies and coordinates corrections with the contractor, escalating recurring issues to the Contracting Officer.

  • Quality Assurance & Compliance: Ensures continuous inspection during construction, closely monitoring workmanship and materials against contract specifications and industry standards. Determines acceptable tolerance and recommends withholding payment for unsatisfactory work. Performs spot checks for labor law compliance and coordinates with relevant agencies to avoid operational disruptions.

  • Coordination & Reporting: Maintains close liaison with using organizations, contractors, and subcontractors to ensure changes meet requirements. Tracks all service and work orders in a spreadsheet and includes outstanding items in a monthly facility status report. Monitors construction progress and reports updates to the Battalion Command Group via a monthly Command and Staff (CAS) slide deck.

  • Documentation & Communication: Maintains comprehensive project files and engineering reports on the U.S. Government shared drive. Reports all project deficiencies to the Contracting Officer Representative (COR) for corrective action.

Basic Qualifications (Required Education, Experience, Skills, and Certifications)

  • Must be a U.S. Citizen with a valid U.S. passport.

  • Possess an active Secret Clearance is mandatory.

  • Must qualify for US EXAPAT Invited Contractor Status and SOFA Visa (per USFK Reg 700-19).

  • Bachelor’s degree in engineering (Mechanical, Electrical, or Industrial preferred) from a fully accredited U.S. college or university with a minimum of five years of journeyman-level experience in Facility Engineering.

  • In lieu of formal education, a minimum of ten years of experience working with the U.S. Army in Facility Engineering, Facility Management, or Construction Management is acceptable. Experience must include collaboration with the U.S. Army Corps of Engineers, developing facility solutions tailored to mission requirements, reviewing design specifications and SOWs, and evaluating bid proposals for technical compliance.

  • Prior experience implementing facility programs for projects of similar size and complexity.

  • Ability to compile and present data in reports and presentations.

  • Familiarity with environmental regulations, workplace safety standards, military regulations, and legal requirements of both the U.S. and host nation.

  • Strong written and verbal communication skills.

  • Must pass initial and periodic medical screenings.
